Being free is not the interesting part
Worth saying plainly, because a lot of pages in this category will not: Zoho Expense has a free plan too, and Expensify runs around $5 per user per month. Zoho Expense lists Standard at $4 per user per month, or $3 billed annually, and Premium at $6, or $5 annually. These are capable products with OCR, card feeds, mileage and accounting integrations that this template does not have.
So the argument is not price. It is that a SaaS free tier gives you the product exactly as shipped, and this gives you an app on your own account that you can restructure. If your approval rule is two signatures above a threshold, or you categorise spend in a way no vendor anticipated, you can just make it work that way.

What it does not do
Straight answer, so you do not install it and find out later. There is no receipt OCR, no corporate card feed, no mileage tracking, no multi-currency handling and no built-in accounting integration. If any of those are load-bearing for you, a dedicated platform is the better buy and we would rather say so now.

Is this expense management software really free?

It does, and if its free tier fits how you work it is a perfectly good answer. The difference here is not the price, it is that this app sits on your own account and you can restructure it. Encode your own approval thresholds, add the fields your finance process needs, or wire it into something else. On a SaaS free tier you get the product as shipped.
